It is highly illegal for an individual without a current Amateur Radio operator license or business that is not an Australian Radio Communications Dealer to import or purchase any Radio Communications device without being the holder of Australian C-Tick approval.

In other words, if you buy any brand or model radio from overseas you are technically importing that product, this includes purchases made on EBay and alike or from any other overseas seller. If the supplier of a questionable radio is located in Australia, then the seller of that radio must have an approved C-Tick or A-Tick number for that model radio.
